For AC and ventilation, there will be vents in each room (except bathrooms). This will allow to receive forced cool air during the Summer months. And the building does need to breathe to reduce the chances of mold or dry rot. Every floor will have one air return to allow the flow to continue. As for heating, there will be underfloor radiant heating which is more energy efficient, and actually gives a warmer feeling than forced air which means a lower temperature which in turn means a lower electric bill. The appropriate sized runs will be installed, and every 6 months, there will be a changing of the filters. While the filters are being changed, the system will be turned off. This should only last for about 5 minutes, and is only done twice a year so the inconvenience should be minimal if even noticed.
