Electricity is included with the apartment rental. In addition, the electricity draws from a battery bank which conditions the electricity so there are no surges, or spikes. This battery bank will also operate in a power outage as long as there is electricity in the bank. To help fill up the banks, there will be solar panels on the roof which might not sound important, but if there was an electricity outage that lasted for a few days, then you would be happy for the solar panels on the roof.
Since electricity is included in the rent, and there is no gas line in this building, you will not qualify for LIHEAP (Low Income Home Energy Assistance Program). This is because you do not have a separate bill for your energy needs as it is included into your rent.
